Form youth cooperatives of up to 5 members.
Provide them with small starting capital most likely in the forms of loans
Provide them with some technical help and equipment/tools
Provide basic project focused training.
This set up could be ideal for the initial 5 years for the youth to cultivate the experience and capacity. After that reduce the support and monitor the transition of projects into self-sustaining capacity.
